We are proud that 100% of our clients across the state enjoyed victory last Tuesday.  And while each win was important, the Palos Verdes Peninsula USD parcel tax election, Measure M, merits special attention.  It is the first parcel tax of its kind in the state.

Measure M, requiring a two-thirds vote, passed with 68.62% support. It ensures PVPUSD a permanent, stable source of local funding with an annual adjustment for inflation. Indeed, Measure M locks in the existing voter-approved tax rate, guaranteeing stable local funding while avoiding the expense associated with renewing the measure every few years.   Perhaps even more importantly, Measure M is adjustable (with proper board authorization) allowing the school board to add a yearly cost of living adjustment to maintain the overall value of the revenue source for the school system.

While not all school districts or local governments are successful with passing local revenue measures, the successes we enjoyed this cycle show the importance of long-term strategic thinking, smart politics and the courage to trust local voters. For many school districts, now could actually be the best time to ask your public to support sound long-term financial planning.

As we move into 2012, the Palos Verdes election should serve as a wake up call to other school districts that have had success with parcel taxes. 2012 should be viewed as potentially a great year to make temporary funding measures permanent.
